Northrop Grumman Mission Systems Sector is seeking a Program Cost Control Analyst - EVM Tools to support the Business Management team. The preferred location for this position is Linthicum, MD or Rolling Meadows, IL or San Diego, CA . Telework may be considered at the discretion of the hiring manager.
This position will be responsible for supporting the EVM Tools administration, MS EVM tool testing, implementation of COBRA and PM Compass, Help desk support, and development of EVM tools processes, templates and training.
The roles and responsibilities of the Program Cost Schedule Analyst include, but are not limited to, the following:
Provide End User support for EVM toolset (including Deltek Cobra, Deltek PM Compass, and Deltek wInsight), along with supporting Earned Value policies and procedures
Implementation of COBRA, PM Compass and associated tools
Program start-up support (i.e. tools, EVM)
Work with the user community to develop and enhance processes, procedures and online resources
Communicate latest recommended processes and tools
Support Sector Earned Value Compliance initiatives
Provide support and guidance for MS standard EV tools
Document deficiencies and support development of path forward
Articulate results to PS&C COE
The ideal candidate will be able to understand, develop, and implement solutions for technical, programmatic, and compliance issues regarding program execution and EVM (cost, schedule and technical objectives). The candidate must possess strong analytical skills, the ability to work independently, present to leadership, and be comfortable seeking solutions from software documentation and vendor interaction. Also, the candidate must be able to work well in a team environment and give consistent applicable EVM direction to stakeholders such as program managers, control account managers, business managers, program control analysts, and schedulers.

This requisition may be filled at a higher grade based on the qualifications listed below.
The requisition may be filled at a Principal or Senior Principal level.
Basic Qualifications for a Principal level:
Bachelors Degree with 6 years of related experience - OR - a Masters degree with 4 years of related experience.
Basic Qualifications for a Senior Principal level:
Bachelors Degree with10 years of related experience - OR - a Masters degree with 8 years of related experience.
Additional Basic Qualifications for Both levels:
Intermediate or better skills operating in a Windows environment are required.
Full understanding of Earned Value Management and experience with EVMS tools such as: Deltek MPM, Deltek Cobra, Deltek wInsight, and Deltek PM Compass.
Experience providing internal or external customer service and support.
Experience working as a scheduler or a program control analyst
Knowledge of scheduling policies and procedures.
The willingness and ability to travel domestically up to 10% of the time.
Current, active US Top Secret/SCI clearance.
Masters degree in Business Management, Management Information Systems or related field (such as System Engineering).
Financial experience working as a Business Manager, Financial Analyst or Program Control Analyst.
Technical proficiencies in Visual Basic/Visual Basic for Applications, SharePoint, SQL Server, website development.
Salary Information: Colorado Residents only
• Salary minimum: 76,000
• Salary maximum: 114,000
