The Remote Sensing Program (RSP) Engineering organization within the PGS Division of Space Sector seeks an experienced Operations Manager 3 to lead and provide support to an RSP engineering organization of 850+ staff.
The position reports directly to the RSP Engineering Director and will be based in Baltimore, MD and requires the ability to work 100% on-site.
In this role, the candidate understands the goals and priorities of the RSP engineering organization and business unit, ensuring all activities are aligned with these objectives, interpreting and developing organizational strategies, policies and practices to meet staffing, program execution, business development, budgetary and workforce development objectives.
The selected candidate will:
Coordinate with engineering discipline leads and the Operating Unit (OU) business partners to ensure effective planning, staffing, and efficient functional engineering operations
Collaborate with the Business Unit (BU) operations manager to ensure a strong partnership between engineering and programs
Collaborate with multiple functional organizations (human resources, talent acquisition, business management, mission assurance, global supply chain, manufacturing, and security) to define strategies that enhance operational effectiveness and efficiency
Identify engineering focus areas for improvement/streamlining, development and execution of engineering initiatives, and elimination of non-value-added activities in all levels of the engineering organization
Our ideal candidate will assist the RSP engineering director in multiple activities, and requires a broad engineering knowledge base in Systems Engineering, Integration & Test (SEIT), Software Engineering, and Hardware Engineering. The selected candidate will also have a strong background in business management & finance, program management, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across the business unit and division.
Duties and Responsibilities in Support of RSP Engineering:
Establish & maintain the organization business rhythm: Includes management reporting and information flow and improve operational systems, processes and policies in support of the Engineering mission
Develop and support collaboration tools required for efficient and effective communication
Lead staffing efforts including demand summarization, supply forecast planning, retention and onboarding activities to meet the labor goals required by the business unit
Lead indirect budget management to include allocation, monitoring, reporting, and resolving discrepancies
Lead the engineering transition to new Principles and Operating Procedures (PrOP)
Organize and coordinate allocation of B2S award budgets, monitor and report usage, and support submission of other award categories at the BU, Division, and Sector levels
Organize, coordinate and track, department material purchases and rentals with global supply chain and business management
Support or lead workforce development projects including training, mentoring programs, and technical growth initiatives
Coordinate and track all engineering capital projects from planning through project close out
Coordinate and track all engineering ITA and MTA projects from planning through project close out
Coordinate and track all engineering IRAD projects from planning through project close out
Support compliance and audit activities as needed
Plan and implement Employee Experience and engagement projects

In addition:
A current TS security clearance with the ability to obtain and maintain an active TS/SCI security clearance
Bachelor's degree in a STEM discipline with a minimum of 12 years progressive technical experience in an engineering, operations, or program environment
Management experience in programs, engineering, operations or related technical fields.
Strong attention to detail and the ability to function independently, meet deadlines and achieve commitments
The ability to quickly respond to a variety of demands
Excels at operating in a fast pace, diverse environment and can adapt to change
Understanding of the engineering development lifecycle across multiple engineering disciplines (SEIT, SW, HW, O&S)
Understanding of Intranet Program Review System (IPRS), Earned Value Management/Cost Account Management (EVM/CAM), program risk management, and technical, cost, & schedule impacts as it relates to program management
Understanding of business development and capture strategies, and demonstrated leadership ability
Preferred Qualifications:
Active TS/SCI clearance
Master's degree in a STEM discipline with a minimum of 10 years progressive technical experience in an engineering, operations, or program environment
5+ years management experience in programs, engineering, operations or related technical fields
Strong understanding of Northrop Grumman Space Systems, and proven experience effectively working within and through NG (and/or a similar) corporate culture
Demonstrated ability to understand staffing demand and supply data metrics; strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively meet program staffing requirements across the business unit
Experience in operational organization effectiveness implementing best practices
Salary Range: $153,000 - $229,400
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
