Northrop Grumman Manager, Contract Administrator 1 in Linthicum, Maryland
This Contracts Unit Manager position is for the Tactical UAS contract efforts. This position has full management responsibility for a number of contracts representatives in Linthicum and possibly Rolling Meadows or Arlington Heights as the Business Unit spans across three campuses. The Contracts Manager will provide support and training as needed in all aspects of the contracts discipline. Will utilize an in depth understanding of the DOD regulations and commercial terms and conditions to negotiate all types of USG and commercial contractual instruments and agreements. Will support competitive and sole source RFPs, PIEA's and Teaming Agreements. The Contracts Manager will support contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Will also be an advisor to management on contractual rights and obligations; be able to compile and analyze data; and maintains historical information. Some offsite management skills may be necessary and travel may be required.
Acts as the primary interface with customers and business partners and conducting proposal preparation, contract negotiation, and contract administration.
Proposal preparation will include: examining proposal requirements and estimates, preparing bids, analyzing terms and conditions to evaluate risk, accuracy, and completeness to provide for proper contract acquisition and fulfillment in accordance with company policies and procedures, legal requirements, and customer specifications.
Contract administration includes processing contractual documentation and reports, advising management of contractual rights and obligations, compilation and analyses of data, and maintenance of historical information. Facilitate proper shipment, billing, and payment collection for deliveries, interfacing with DCMA as required. Preparation of weekly/monthly reports and maintenance of the contracts and accounting databases (OneERP, SAP and Sharecenter) will be required. Daily interaction with customer representatives is expected.
Duties also include the preparation of proprietary information agreements, teaming agreements, export licenses/agreements and various types of memoranda.
Bachelor's Degree (in Business Administration or related discipline) with 6 years of contract experience
Knowledge of U. S. Government procurement regulations (FAR- Federal Acquisition Regulation / DFAR- Defense Federal Acquisition Regulation)
Possess excellent verbal/written communication and time management/organizational skills.
Has the ability to obtain a Department of Defense clearance.
