Northrop Grumman's Mission Systems (NGMS) Sector, Networked Information Solutions (NIS) Division is seeking either a Contract Administrator (A02) or a Principal Contract Administrator (A03) to join our team in Linthicum, MD. This position will support the rapidly growing businesses within the Advanced Processing Solutions (APS) Business Unit. This position reports directly to the Manager of Contracts and will serve as the primary contact for production and development programs across multiple customers. The successful candidate will have experience supporting work conducted in classified environments, focused on programs for both prime contracts and subcontract purchase orders. Occasional travel to customer sites for activities such as Program Management Reviews and negotiations may be required, estimated at less than 10% of time. Come join us!

In this role, the selected candidate will be responsible for, but not limited to the following activities:

  • Lead solicitation and RFP review/analysis, proposal preparation, and signoff. Examine estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.

  • Negotiate, administer, extend, and close standard and nonstandard contracts. Provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.

  • Establish successful working relationships with customers via email, telephone, and in-person, when appropriate.

  • Collaborate effectively with the program team (finance, supply chain, quality & mission assurance, legal, pricing, and compliance) to recommend and complete actions to ensure satisfactory program performance. Work with program business management team to closely monitor contract funding and payments.

  • Advise program team of contractual rights and obligations.

  • Compile and analyze data. Maintain and update contract documents and official program records, including contractual documents and correspondence. Enter and maintain contract data into Contract Management System and/or Enterprise Resource Planning system. Ensure timely delivery of all contractual deliverables and submission of invoices.

  • Analyze and negotiate non-disclosure agreements, teaming agreements, software licensing agreements, and other memoranda.

Job Qualifications:

Basic Qualifications for Both Levels:

  • Active Secret clearance with ability to be briefed to additional accesses.

  • Proficiency with Microsoft Office Suite (specifically Word, Excel, and PowerPoint) and Adobe.

  • Familiarity with contract terms and conditions (FAR and DFARS) in proposal development, negotiation, and contract administration.

  • Understanding of commercial/U.S. Federal Government contractual instruments including contract type, terms and conditions, and contract financing vehicles.

  • Attentive to detail.

  • Excellent verbal and written communication skills.

  • Demonstrated leadership qualities; ability to start, oversee, and follow-through with major assignments and responsibilities.

  • Ability to provide advice on a wide range of contractual and business-related matters including proposal strategy, estimating and pricing, audits, contract formation, and customer relationships.

  • Ability to work in a dynamic, fast paced environment.

  • Strong time management and prioritization skills to handle time-sensitive projects and meet deadlines and commitments.

Additional Basic Qualifications for Contract Administrator (A02):

  • Bachelor's degree with 3+ years of experience in contracts, subcontracts, finance, or other business management related function; or Master's degree with 1+ years of experience in contracts, subcontracts, finance, or other business management related function.

Additional Basic Qualifications for Principal Contract Administrator (A03):

  • Bachelor's degree with 6+ years of experience in contracts, subcontracts, finance, or other business management related function; or Master's degree with 4+ years of experience in contracts, subcontracts, finance, or other business management related function.

  • Independently demonstrates the skill and ability to perform fairly complex professional tasks.

Preferred Qualifications:

  • Recent experience as a Contracts professional in the defense industry.

  • Strong working knowledge of the FAR, DFARS, and other U.S. Federal Government contracting regulations.

  • Experience with various contract types including Firm Fixed Price, Cost Reimbursable, and Time and Material.

  • Familiarity with Northrop Grumman policies, procedures, and practices.

  • Top Secret clearance with ability to be briefed to additional accesses.

Salary Range: $67,000 - $104,000

Salary Range 2: $82,400 - $123,600

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
