Northrop Grumman Defense Systems (NGDS) sector's Combat Systems and Mission Readiness (CSMR) Division is seeking an International Trade Compliance (ITC) Analyst or Principal ITC Analyst to join our team of qualified, diverse individuals. The position may be located in McLean, Virginia or Huntsville, Alabama .

The selected candidate will become part of Northrop Grumman Defense Systems' Export/Import Management organization supporting the CSMR division, working to ensure compliance with export laws that enhance foreign policy and protect national security. The CSMR division's product line includes missile defense, command and control, and simulation technologies with a portfolio of exciting and growing international programs.

Responsibilities:

  • Manages comprehensive internal export controls to ensure compliance with U.S. and foreign regulations (ITAR and EAR) in the conduct of international marketing, sales, supply chain, program execution, and other business activities

  • Liaises with program and capture teams to ensure proper export compliance strategies are implemented and export authorizations obtained

  • Establishes and implements business plans for submitting to and obtaining from the U.S. government all necessary export and import authorizations, permits, certifications, and technology release determinations

  • Assures that transactions comply with government regulations and internal procedures by conducting gate reviews for technical data, foreign travel, foreign visits and export and import shipments

  • Proficient in commodity jurisdiction and classification determination, analyzing technology/technical data, and making determinations regarding applicability of ITAR definitions of technical data and defense services, and export authorizations

  • Participates in training and audit assessment programs to ensure implementation and effectiveness of internal controls

  • Exercises good judgment to seek management support and guidance as needed, including collaborating on decisions that have the potential to be high visibility or impact

  • Develops and delivers presentations, including program/capture specific export compliance training, general export awareness training, and program/capture export licensing strategy updates to leadership

Qualifications:

This position may be filled as an International Trade Compliance Analyst or as a Principal International Trade Compliance Analyst.

Basic Qualifications for International Trade Compliance Analyst:

  • Must have one of the following:

  • High school diploma or GED with a minimum of 7 years of trade compliance, contract administration, and/or legal experience

  • Bachelor's degree with a minimum of 3 years of trade compliance, contract administration, and/or legal experience

  • Master's degree with a minimum of 1 year of trade compliance, contract administration, and/or legal experience

  • Knowledge of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)

  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance

  • Must be able to travel as needed (up to 10% of the time)

  • Must be able to work on-site in either Huntsville, Alabama or McLean, Virginia

Basic Qualifications for Principal International Trade Compliance Analyst:

  • Must have one of the following:

  • High school diploma or GED with a minimum of 10 years of trade compliance, contract administration, and/or legal experience

  • Bachelor's degree with a minimum of 6 years of trade compliance, contract administration, and/or legal experience

  • Master's degree with a minimum of 4 years of trade compliance, contract administration, and/or legal experience

  • Knowledge of the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR)

  • Must have or be able to obtain and maintain a U.S. Department of Defense (DoD) Secret security clearance

  • Must be able to travel as needed (up to 10% of the time)

  • Must be able to work on-site in either Huntsville, Alabama or McLean, Virginia

Preferred Qualifications:

  • Experience applying export regulations to software products

  • Experience working with complex export authorization provisos

  • Experience working with capture/marketing efforts

  • Experience with making Jurisdiction and Classification determinations for software products

  • Experience assessing the applicability of ITAR exemptions and EAR exceptions

  • Excellent interpersonal and communication skills

  • Attention to detail
