Northrop Grumman Principal Contract Administrator in Greenbelt, Maryland

Northrop Grumman Innovation Systems is actively seeking a Contracts Professional to act as primary interface with multiple customers for large-scale products and services contracts. This individual will review contractual terms and conditions to ensure protection of company interests and lead teams in negotiating new contracts and in identifying and negotiating contract changes. Also, this individual will oversee the release of internal authorizations to proceed, funding and other contractual direction received from the customers, and they will monitor contracts and associated programs to ensure that contractual obligations are understood and communicated to the program teams. This proven professional will ensure compliance with company procedures and government regulations.

Specific responsibilities include:

  • Establish positive customerrelationships and leverage to provide critical strategic intelligence to program team to expand businessand influence customer requirements, program/contract terms and contractstructure.

  • Ensure IntellectualProperty is properly identified, protected and/or licensed.

  • Integrate with Business Development to optimize contract structure and business terms, and coordinate strategic agreements, when appropriate (e.g., partnering and teaming agreements)

  • Review terms and conditions toaddress provisions andrisks of financial terms, acceptance criteria, delivery requirements,warranty, intellectual property, termination provisions, indemnification, Organizational Conflict of Interest and all other potential risk areas andrecommend risk mitigation strategies.

  • Recommend changes, additions, anddeletions to the contract structure to ensure accurate reflection ofcustomer requirementsand alignment with company's program strategy and risk mitigation approach.

  • Identify business risks associated with contract in partnership with mission assurance.

  • Ensure flow down of required terms and conditions to subcontractors and that subcontractor terms andconditions are appropriate for the work being performed in relation to theprime contract.

  • When applicable, lead Integrated Product Teams (IPT's) in preparation for negotiations.

  • Define negotiation parameters through delegation process

  • Negotiate appropriate contract type, scope, price,profit and terms.

  • Execute cost or pricing data certificate where required.

  • Establish equitable payment terms, facilitate timely payments through coordinated oversight with Finance of invoicing process, and ensure customer compliance with payment terms.

  • Ensure that the contract and statement of work are consistent with pricing assumptions to effectivelymanage financial risk related to contract terms and conditions, and thatthe underlying cost estimate is consistent with and appropriately addresses performance risk.

  • Implement the change managementprocess and coordinate with Program Management to ensure compliance.

  • Monitor contract cost performance in concert with Program Business Management and Finance.

  • Prepare and manage written communications with internal and external customers for assigned contractual matters.

  • Enter contract data into Contract Management System and/or Enterprise Accounting System

Basic Qualifications:

  • Minimum Education / Experience: 6 Years with Bachelors; 4 Years with Masters. In lieu of a degree additional related work will be considered.

  • Must have strong working knowledge of FAR, DFARS and NFS.

  • Must have strong working knowledge of Deltek Costpoint, Sharepoint

Preferred Qualifications:

  • Active SECRET level security clearance

  • Product and Service contracting background

  • Must have excellent communication skills, be proficient in MS Office and be very detail oriented.
