Northrop Grumman Defense Systems is seeking an Operations Manager in Elkridge, MD to assume full field operation's responsibility for the USPS Biohazard Detection System Operations and Maintenance effort. The Biohazard Detection System (BDS) team provides corrective/preventive maintenance, machine calibration, and consumable supply management for an autonomous device that collects environmental samples to detect the presence of biological pathogens such as anthrax.

Fully deployed in December 2005, the BDS cabinet contains the automation and control systems that facilitate this process, including automated results interpretation. This role will be a direct report to the DS BDS Program Manager.

Responsibilities of the role will include project management of a widely distributed team performing daily maintenance in USPS facilities. You will have responsibility for field development, financials, scheduling, technical performance and all operational aspects for the field. Additionally, you will be responsible for the management of the 16 person Fly-Away team. This includes scheduling, maintaining the travel budget, expense reporting and all administrative management functions. The candidate must be able to obtain a USPS Sensitive clearance (public trust).



Basic Qualifications:

  • Bachelor's Degree in a technical, business or related field and 10 years of experience with a minimum of 5 years of Project Management or Operations Management leading a team of 5 or more employees; 14 years of relevant experience will satisfy degree and experience requirement

  • Minimum of 5 years of experience managing projects and operations

  • Minimum of 5 years of experience planning and monitoring project schedules

  • Strong project management, leadership and organizational skills

  • Experience in presenting technical data to the customer

  • Extensive experience in customer interactions

  • Proposal development experience

  • Strong planning skills

  • Expert knowledge of MS Office tools (Outlook, Word, Excel, Power Point, and Project)

  • Flexibility to solve field issues, after hours and on weekends

  • Ability to obtain a USPS Sensitive Clearance

  • Must be a US Citizen or Permanent Resident (Green Card Holder)

  • Must not have traveled outside of the US for a combined period of 6 months (or longer) within the last 5 years

Preferred Qualifications:

  • Experience on FFP contracts (or similar such as CPIF)

  • Experience managing remote employees

  • Experience working with or for the USPS with extensive knowledge on Postal operations
