Northrop Grumman is seeking a Manager of Manufacturing Operations 3 , to provide Site Leadership within our Armament Systems Business Unit. This leadership role is located in Elk River, MN. This facility is an owned and operated explosive load, assemble, pack and test facility.
The Manager of Manufacturing Operations has oversight for all operational aspects of the site manufacturing, production and test areas, is responsible for the safety of the employees, delivering quality products on time and within customer cost targets, and continuous improvement. Provides leadership direction of site and facility safety, testing and test procedures, and manufacturing and loading operations as well as business operation responsibilities to include budget oversight, risk management, staffing, resource management, and strategic planning. This position requires a strategic leader with demonstrated ability to operate at both a strategic and a hands-on level.
Responsibilities:
Lead a large and diverse workforce, establish clear expectations, inspire commitment, and build high performing teams.
Set and promote high standards for quality and safety through peer reviews, process control, and performance feedback, to include control and authorization of all personnel on or around facility. Chair the local Safety Review Board (SRB) and participate on the Plant Process Control Board (PPCB) on safety related items.
Interface with internal and external customers, program offices, across engineering, and senior leadership on highly complex challenges resulting in critical impacts to the business.
Utilize strategy deployment, kaizen, problem solving, lessons learned, and 5S. Uphold importance of process excellence and applying continuous improvement methods.
Review and develop Standard Operating Procedures (SOP’s) and Detailed Operation Procedures (DOP’s).
Coordinate internal, external, and government audits to ensure compliance to processes. Conducts routine facility walks to evaluate processes and compliance to standards.
As a Responsible Party to ATF, accountable to execute large inventory audits per ATF regulation.
Resource management responsibilities across site, ensuring resources are available to meet business goals. Conduct performance assessments, employee development, and succession planning. Ensure development of employees is aligned to capability and capacity strategies.
Assign prepare, review, and approve cost estimates and written technical proposals.
Responsible for capital and maintenance planning, coordinates with financial and business leadership to obtain funds needed to meet planning.
Coordinate tours of facility and processes to educate internal and external customers.
This positions standard work schedule is a 4/10, Monday through Thursday schedule.
Basic Qualifications:
Bachelor’s degree in a Science, Technology, Engineering, or Mathematics (STEM) discipline plus 15 years of related professional/military engineering experience; OR a Master’s degree in a STEM discipline plus 13 years of related professional/military engineering experience; OR a PhD in a STEM discipline plus 11 years of related professional/military engineering experience.
Must be a US Citizen
Must have an active U.S. Government DoD Secret security clearance at time of application, or be eligible to obtain and maintain DoD Secret clearance
Experience supporting Classified government and Department of Defense programs/contracts.
Experience with DCMA and ATF requirements management. This role is a Responsible Party to the ATF.
Experience managing ATF assets and licenses preferred.
Leadership experience that includes building a high performing team.
Strong background in Lean/Agile and proven results from process improvement implementation.
Strong financial planning, monitoring, and forecasting skills.
Excellent interpersonal, communication, writing, presentation and critical thinking skills.
Salary Range: $142,600 - $213,800
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
