Northrop Grumman Technology Services is seeking a Program Cost Schedule and Control Analyst4 to assist with all Business activities associated with theRestricted Programs Operating Unit.This position will be located at Edwards AFB, CA.
This position reports to the Business Manager and partners with the Program Management team to establish strategy; prioritize requirements and achieve financial goals while ensuring the integrity of business processes.

Performs financial analyses and prepares variance explanations, estimates to complete (EACs), and monthly corporate and customer reports related to cost/schedule performance, staffing, and sales outlook.
Sets up cost control systems, prepares in-depth budgets and schedules for large programs, and performs analyses to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
Serves as primary customer interface; works with little supervision.
Bachelor's degree in Finance, Accounting or related discipline and 10 years of relevant experience or a Master's degree and 8 years of relevant experience or an additional 4 years of relevant experience may be considered in lieu of a degree
Working knowledge of EVMS
Advanced MicrosoftExcel skills
U.S. Citizenship required
Active Secret Clearance required
Earned Value Management proficiency
Experience with SAP, MPM, Cobra, Winsight
Active Top Secret Clearance
