AOA Xinetics (AOX) is seeking a dynamic Program Manager for its Special Business Area located in East Hartford, CT. AOA Xinetics, part of Northrop Grumman’s Aerospace Products business unit is a leader in developing challenging, mission critical electro-optical and opto-mechanical systems. Across its three Business Areas (Xinetics, Image Metrology and Proprietary), AOA Xinetic designs, manufactures and services optical & photonic solutions world-wide for both the industrial and government markets.

Directs all phases of programs from inception through completion.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Coordinates the preparation of proposals, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems.
Works with other PMs to coordinate staffing across programs based on program priorities set by the Business Area Manager.
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Controls expenditures within limitation of project budget.
Bachelor’s Degree in a science or engineering discipline
Some experience in project or task management
Excellent interpersonal, communication and organizational skills
Strong critical thinking and logical reasoning skills and the ability to apply them to solve issues and predict potential programmatic and technical risks
Conducts business with impeccable ethics; leads by example and fosters ethical behavior at all times
Operate independently with limited supervision and feedback, and the ability to establish a solid working relationship with technical staff, peers, and customers in the business area
A MS degree and/or PhD in an engineering or scientific discipline.
Experience in optical systems integration
Experience in government contracts
Three years experience in project or task management
