Northrop Grumman Tactical Space Systems Division is seeking a Senior Program Manager that will report to the Director of Programs with a dotted line relationship to Business Unit leadership. In this newly created role, the Program Manager will be responsible for driving world class execution and performance for a portfolio of space programs greater than $500M/year. The program manager will drive visibility into program performance, accountability across the organization, and program management best practices and training. In addition, the program manager will be responsible for leading monthly portfolio reviews, independent reviews, and driving closure on critical actions. As a critical member of the Programs team in TSSD, this role will help scale and drive top performance in support of our DoD, Intelligence Community, NASA, Commercial, and adjacent markets.

The Senior Program Manager provides support and guidance to program managers and the business unit leadership to enable program execution excellence. The Manager contributes to program risk identification, ensures proactive management to mitigate risk, and mentors program managers and program review authorities. The Manager supports growth by providing development program and large-program performance expertise and supporting captures and program execution. The Manager ensures appropriate development, dissemination and deployment of policy, the advancement of program management practices and application of effective processes/discipline.

The Manager will:

  • Engage with programs across their full life cycle to include business acquisition activities, program startup and program execution;

  • Contribute to strategic capture efforts, proposal activity, project life cycle reviews and associated efforts for Independent Reviews;

  • Provide bridge between acquisition and project start up efforts, along with the transfer of execution risk positions;

  • Leverage and accelerate knowledge transfer across the company, to include the identification of common successes and best practices within the program execution framework;

  • Mentor program managers; mentor new PMs as they move from technical leader and/or individual contributor into PM role

  • Utilize the PM assessment tool to provide necessary PM training specific to deficiencies identified

  • Connect PMs to other capabilities and technologies in the Division/Sector that can be leveraged for current programs

  • Collect and analyze data and use advanced Data Analytics techniques to develop leading

  • Indicator metrics and enable enhanced performance prediction; share trends across the division and sector to be leveraged as best practices and lessons learned

  • Provide direct program engagement to perform independent assessments and risk reviews to evaluate candidate actions to enhance program performance (for select programs)

  • Assist in the continued improvement of key enablers to excellent program performance such as scope management, risk and opportunity management, program integration, supplier management, planning and schedule management and application of earned value management systems.

  • The Manager will drive refinement and sharing of common programmatic metrics, operational definitions and implementation guidance. The Manager will support training and develop activities for program managers, PRAs and CAMs.

Qualifications:

Basic Qualifications:

  • Bachelor's Degree and a minimum of 10 years of experience, or Master's Degree and 7years of experience.

  • Successful track record in bidding and leading programs with quantified business results.

  • Breadth and depth of all types of programs including development, production and logistics support as well as systems and services

  • Experience interfacing at senior levels within an organization and the customer community.

  • Broad knowledge of DoD, IC, or NASA program portfolio and customers

  • US Citizenship is required. Must have the ability to obtain and maintain a TS/SCI clearance.

Preferred Qualifications:

  • Active TS/SCI Clearance.

  • Program Management certification such as a PMP.

  • Strong leadership and collaboration skills

  • Comprehensive knowledge of company program management standards, policies, procedures and guidelines.

  • Experience working in organizations going through digital transformation.
