We are seeking a highly qualified, strong leader to influence and enable the strategic direction of the Tactical Space Systems Division as the Director of Pricing and Cost Estimating located in Dulles, Virginia.

This position will have accountability for the Tactical Space Systems Business Management organization that ensures the execution of high quality, timely and compliant proposals in support of the financial objectives of the Division.

In addition to managing employee staffing, training and development, this individual is responsible for all of the Tactical Space Systems Division pricing activities in accordance with applicable regulations, policies, and best practices to achieve operational excellence, financial performance and customer satisfaction.

In this role, there will be a close partnership with the leaders of other functions including Business Management, Contracts Management, Global Supply Chain, Engineering and all respective sectors of Northrop Grumman. This individual will support Sector and Corporate Pricing Councils and provide resources and input to assist with identification and completion of key strategic initiatives. This individual will also be responsible for cultivating internal and external customer relationships and supporting Government/Industry forums and councils.

Candidate will have the following:

  • Exceptional people leadership of management and professionals responsible for pricing and other costing actions spanning nationwide locations supporting the TSS Division and the Space Sector.

  • Demonstrated success in directing teams on large proposals to drive solutions to complex pricing scenarios and deliver compliant and quality cost proposals.

  • Strong understanding and knowledge of government acquisition processes with broad experience to lead the pricing/estimating processes & techniques throughout the acquisition life cycle (price strategy thru negotiations) across small, medium or large proposals supporting new business and contract changes.

  • Significant experience developing proposals that span multiple rate segments (divisions and/or sectors) and significant supplier content.

  • Experience leading a Pricing and Estimating team to operate a comprehensive risk/opportunity management process which will inform leadership of proposed cost confidence. Ability to effectively and clearly present proposals and financial impacts to all levels of organization across numerous software applications and communication systems.

  • Proven ability to make sound decisions in a timely manner, demonstrating strong interpersonal skills, possessing solid written and verbal communication skills, to ensure team performance aligns to program objectives and compliance in a regulated industry.

  • Knowledge of Data Analytic trends and vision creation for innovating current process to a best practice.

  • Experience to support DCMA/DCAA offices and Government Compliance regarding proposal audits


Basic Qualifications:

  • Bachelor's degree

  • 10 years' experience with business management including thorough understanding of pricing and estimating methodologies, quality and compliance requirements relating to cost volumes and Estimating System requirements including overhead rate application , as well as knowledge of contracts and program business management in the government market

  • 5 years management experience of direct reports, and proven ability to lead project teams through to completion.

  • Knowledge of FAR/DFARS and associated Federal Contracting Regulations with ability to apply sound judgement to proposal strategy, contract formation and customer relationships

  • Working knowledge of Enterprise Pricing Software (I.e. ProPricer)

  • Must have a current and active Secret Clearance

Preferred Qualifications:

  • Current Top Secret SCI Clearance

  • Prior experience operating within a space-based domain

  • Master's in business related field
