Northrop Grumman Space Systems Sector is seeking an experienced International Trade Compliance Chief Technical Advisor (TA) for its location in Dulles, VA. This position will report to the Director of International Trade Compliance (ITC) of Space Systems Sector.

In this role, the selected candidate serves as the primary engineering representative in International Trade Compliance (ITC), responsible for in-depth technical knowledge of the sector product lines and functions, coupled with in-depth knowledge of federal export regulatory requirements; performs the technical planning and integration of the regulatory requirements into the concept, design, production, test & integration, and operations of sector products, and the related technical export classification of hardware and data for total systems.

Key Responsibilities:

  • Serve as the sector level representative for ITC with direction from the Sr. Director of International Trade Compliance, Division Chief Engineers, and the sector Chief Technology Officer.

  • Lead the sector in all company-wide TA-related activities.

  • In consultation with ITC Director and sector CTO, propose, evaluate and assess candidates for TA assignment from all engineering disciplines and divisions. Once approved, conduct initial assessments and vetting in order to confirm appropriateness of appointments.

  • Serve as subject matter expert in the technical administration of the USG export regulations including the International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR).

  • Ensure compliance with U.S. export and import control laws and regulations by performing functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate export regulatory requirements into embedded processes and procedures which ensure export compliance is integral to the systems engineering process during proposal submittals and early product development phases.

  • Conduct Jurisdiction and Classification determinations of sector hardware, software and technology, and provide training of the same to all Tech Advisors. Jurisdiction and Classification requires detailed engineering knowledge of all sector technologies and products, in concert with the USML (US Munitions List) and CCL (Commerce Control List) in order to ensure proper US export regulatory classifications/assignments.

  • Serves as consultant to top management in areas of technological application to export compliance regulatory requirements. Spokesperson on company's technical capabilities related to export compliance and regulatory issues.

  • Support of the application and implementation of US Government export authorizations, and compliance with all requirements and processes for export compliance.

  • Ensure the logical and systematic conversion of regulatory requirements into total systems solutions that provide for export compliance while acknowledging technical, schedule, and cost constraints.

  • Provide inputs and support establishment of sector policies and procedures to ensure appropriate application of, and full compliance with all regulatory requirements.

  • Develop and implement comprehensive TA training plan; including comprehensive training on the interpretation of international trade compliance regulations specific to sector hardware, software, and technology; conduct of hardware jurisdiction and classification; the evaluation of technical data submitted for export to foreign parties; the evaluation of technical information for public release; use of the NGC export database, EEMS.

  • Provide formal and informal guidance to all Tech Advisors, including establishing mentors for newly assigned Tech Advisors, and conducting quarterly TA Refresh training to ensure credentials remain current.

  • Ensure consistency and accuracy of technical data reviews within the sector by conducting audits, spot checks, and performing quarterly Refresh training.

  • When necessary, assign, manage, and implement corrective actions.

  • Support ITC in defining necessary licenses or authorizations, and implementation of licenses across the broad scope of the sector, by providing hardware, software and technology classification, scope development and proviso/condition analysis for each export authorization.

  • Subject matter expert and trainer for the NGC export database, EEMS, the toolset used by all Space leaders serving as Tech Advisors.

  • Sector-level technical point of contact (POC) for potential non-compliance situations, data breaches, violations, etc.
