Northrop Grumman's Tactical Space Systems Division is seeking a Director of Programs to lead an Operating Unit portfolio of programs in the Space Security Business Unit providing support to programs, and enabling highly performing program execution, as well as revising and leading the future business capture strategy the DoD, Intelligence Community, and adjacent markets. This portfolio includes mission focused system integration and delivery programs as well as hardware product line programs.
This position will be located in Dulles, VA.
The successful candidate will be responsible for understanding program performance, early identification of program risk and proactive management, identification of troubled programs, coordinating response to recover troubled programs, mentoring program managers and program review authorities to improve their performance and careers. The successful candidate will also be responsible for developing and leveraging relationships in the domestic and international space and science communities to formulate teams with asymmetric advantage to capture new business. In addition, they will identify and flow down proper policy, process, procedures, tools, training, templates and guidance to support program managers in their execution tasks. The Individual will aid adjacent division/group programs in growth by providing large program performance expertise, supporting captures and program execution. Individual will further support the program manager by facilitating functional integration in program inputs and data requests.
The selected candidate must develop a comprehensive knowledge of company program management standards, policies, and guidelines. The candidate must have a successful track record in bidding, capturing, and leading programs with successful, quantified business results. The selected candidate will require proven strategic planning and execution capabilities and possess the maturity, and capability to work collaboratively across all levels of the corporation. The candidate should possess a broad background with a varying portfolio of experiences including space and satellite systems, space system instruments, subsystems, capabilities, architecture, and applications. The selected individual must be able to interact with and influence executive level management and communicate effectively.
Responsibilities may include:
Directs all phases of programs from inception through completion.
Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
Participates in the negotiation of contract and contract changes.
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
Establishes design concepts, criteria and engineering efforts for product research, development, integration and test.
Develops new business or expands the product line with the customer.
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
This position may require up to 25% of travel.
Bachelor's degree and 15+ years of general experience and functional management experience, or Master's degree and 13 years of experience.
Must have U.S. Citizenship and hold a current or active Top Secret clearance with the ability to obtain SCI level access.
Successful large Program Management and/or portfolio experience.
Requires a proven track record of developing customer relationships, pursuit capture, and shaping requirements.
Requires knowledge and experience with executing process standards focused on programs, business development, and risk management identification and mitigation.
Experience supporting DoD and/or Intelligence Community markets.
Exceptional writing and communications skills.
Active Top Secret/SCI clearance.
Master's degree or MBA in a technical or business related field
Minimum five (5) years of experience leading program managers
Deep knowledge and strategic vision of the DoD and IC market
MS in Engineering and/or MBA
