Northrop Grumman SMORS Systems Engineer 5 / Perimeter Acquisition Radar Attack Characterization System (PARCS) Project Lead in Colorado Springs, Colorado

Northrop Grumman's Mission Systems Sector organization is seeking applicants for a position on the Sustainment and Modernization of Radar Sensors (SMORS) program as a Systems Engineer 5. This position will serve as the Perimeter Acquisition Radar Attack Characterization System (PARCS) Project Lead and will support the PARCS Weapon System Engineering Manager. This position will be located in Colorado Springs, CO.

The SMORS program does not provide for a PMO-level proposal effort, so the proposal efforts for the PARCS Weapon System will be coordinated by the PARCS Project Lead leading to the award of Delivery Orders for the full SMORS IDIQ contract value. The PARCS Project Lead will coordinate responses to Government Requests for Information (RFI) that are expected to proceed Delivery Order awards to the program. The PARCS Project Lead will play a key role in the award, detailed execution planning, and successful oversight of each PARCS Delivery Order. The PARCS Project Lead's role will include coordination with the Government Stakeholder community for developing recommendations for and leading the DO proposal process for previously unplanned PARCS Delivery Orders (e.g. PARCS Subsystem modifications, operational Software Version releases, analysis tool development, unplanned 3rd party reintegration projects, etc.)

The PARCS Project Lead will also be responsible for providing technical oversight of and direction to the staff of PARCS Delivery Order Lead Engineers throughout each project lifecycle. The PARCS Project Lead will manage, coordinate, and de-conflict activities and key resources to ensure program success required across multiple overlapping delivery orders and sustainment activities.

The PARCS Project Lead must be able to effectively and proactively identify and convey risks inherent in Delivery Order proposals and during DO requirements, development, test and implementation phases. The PARCS Project lead will work to identify and implement mitigation activities to avoid and/or resolve the risks, and effectively communicate the mitigation approach to engineering teams and stakeholders.

The PARCS Project Lead will attend the weekly Integration and Test Working Group (ITWG) to assist in the coordination of activities involving multiple stakeholders to ensure smooth integration and on-time change delivery across the integration environments at contractor and Government facilities and the weapon system site.

The PARCS Project Lead will be expected to have a comprehensive understanding of the PARCS weapon system life cycle and its associated integration and test environments. The PARCS Project Lead must also be able to demonstrate an ability for problem solving and have excellent time-management skills.


Basic Qualification:

  • Active Department of Defense (DoD) Secret Clearance is required

  • 14 Years relevant experiencewith a Bachelors in a STEM (Science, Technology, Engineering, or Math) disciplines; 12 Yearsrelevant experiencewith aMasters in the same discipline; 9 Years relevant experience with PhD in the same discipline

  • Strong proposal estimation, basis of estimate analytics, and technical methodologies and process engineering

  • Extensive experience in project life cycle execution including successful execution of SETR milestone events.

  • Experience with technical documentation and analysis

Preferred Qualification:

  • Extensive knowledge of the BPP Weapon System and strategic sustainment and modification roadmap initiatives
