Northrop Grumman Financial/Cost Control Analyst 3/4 in Chantilly, Virginia

Northrop Grumman Mission Systems sector is seeking aFinancial/Cost Control Analyst 4 to support the SIGINT Technology Center Operating Unit. This position is located in Chantilly, VA.

The Analystensures compliance and manages the costs and financial structure for a program(s). Roles and responsibilities include, but are not limited to, the following:

  • Set up cost control system, monitors and controls costsand schedules on contracts requiring validated cost schedule controlsystem.

  • Perform analyses and prepare reports in order to ensurethat contracts are within negotiated and agreed-upon parameters andgovernment cost control guidelines.

  • Prepare budgets for contract work and perform or assistin financial analyses such as funding profiles, sales outlook, andvariance analysis

  • Prepare program plans to ensure program requirementsand statement of work are captured and scheduled

  • Responsible for ensuring adequate funding availabilityby maintaining accurate records of expenditures, directing preparation ofexpenditure projections, and submitting timely requests for additionalfunding to the government.

  • Incorporate contractual changes into control systems bystaying aware of outstanding work against each contract in order tomaintain realistic contract cost and schedule baselines.

  • Perform program financial analyses and provides bothexternal and internal reporting(s).

  • Interface with program and functional management toprovide financial support and analysis to meet program requirements.

  • Participate in knowledge transfer and best practicessharing with peers.

  • Create and provide the following to program managementteams:

  • Work Breakdown Structures (WBS)

  • Program base-linings

  • Risk and opportunities assessment

  • Visibility reports

  • Performance measurement (Earned Value Management-EVM)

  • Variance analyses

  • Estimates To Complete (ETC) and Estimates AtCompletion (EAC).

  • Assists in preparing for internal and external audits

  • Establishing a budget/EAC, analyzing capitalexpenditures and preparing reports for programs

  • Prepare and process Intercompany Work Orders (IWO)using the web based system for requestor or performer, modifications, andcloseout

  • Be fully versed in the operation of all EVMSprocesses/procedures and generate baseline and contract performance report(CPR) data for a complex program.

  • Prepares and updates ETC, Baselines, Task Descriptionand Basis of Estimate (TD/BOE), and establishes Performance Measurementreporting/customer reporting requirements

  • Establish and analyze resource (manpower) plans formultiple projects

  • Recognize and identify potential issues (e.g., color ofmoney, employee related issues, GFE vs. Capital, procurement issues) andcan locate source information

  • Creates what-if scenarios and supports work-aroundplans

  • Evaluates assigned work packages for inconsistenciesand trends

This position may be filled at a Level 3 or a Level 3.

Basic Qualifications for a Level 3:

  • Bachelors degree in Finance, Economics, Accounting,Business Administration, or related field with 6 years of related experience or aMaster's degree as described above with4 years of related experience.

Basic Qualifications for a Level 4:

  • Bachelors degree in Finance, Economics, Accounting, Business Administration, or related field with 10 years of related experience or a Master's degree as described above with8 years of related experience

Other Basic Qualifications for both levels:

  • Demonstrated strong organizational, analytical, and communicationskills

  • Prior related experience with financial analysis and/orreporting.

  • Strong PC skills required with high level Excelskills(including: the ability to insert pivot tables, v-lookup, andconditional formatting, etc.)

  • Prior program cost control experience

  • The willingness and ability to travel domestically 10% of the time.

  • The ability to obtain and maintain a TS/SCI levelsecurity clearance is required. U.S. Citizenship is a prerequisite.

Preferred Qualifications:

  • Defense Industry experience

  • Demonstrated ability to prepare and analyze data andfigures

  • Experience preparing and presenting complex financialanalysis to executive level management.

  • Experience with GAAP, as well as Government Financialaccounting practices

  • Experience with Earned Value Management Reporting

  • Ability to obtain a security clearance

  • Experience with Micro-Frame Program Manager, Cobra, SAPand EVMS.

  • Experience with work breakdown structures and theintegration of Scope, Cost, and Schedule.

  • Familiarity with FAR/DFAR
