Northrop Grumman's Space Systems Sector, Launch Vehicles Business Unit is looking for an experienced Booster Deputy Program Manager (Mgr Programs 2). This leadership role is based out of Chandler, AZ and will support the Ground Based Strategic Deterrent (GBSD) Launch Vehicles (LV) Program Manager in executing Launch and Missile Defense Solutions (LMDS) Division's Booster scope. The primary objective for this role will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions. The individual will lead a cross-functional organization and supplier base aligned to common program performance goals. The role is responsible for the development, test, delivery, and deployment of the GBSD Booster scope within program constraints.

The Booster Deputy Program Manager's primary responsibilities are to execute and manage cost, schedule, and technical performance for all aspects related to this scope including, but not limited to:

  • Supporting daily execution of the Booster scope within the GBSD EMD program, reporting to the GBSD LV Program Manager

  • Responsible for the successful operation of program objectives and activities

  • Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations

  • Identification, distribution, tracking, and completion of program requirements

  • Effective cultivation and management for all Booster suppliers and teammate deliverables within program commitments

  • Measuring and reporting program performance, then seeking continuous improvement of the program's operations

  • Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test

  • Delivering presentations to customers, executive management and other program stakeholders

  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community

  • Participates in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

  • Together with the Material Program Manager (MPM), managing suppliers to meet program objectives, participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions

  • Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools

  • Development and adherence to master plans and schedules

  • Identifying, allocating and managing program resources, including workforce planning

  • Managing Government/customer supplied property or information (GFE, CFE, etc.)

  • Adherence to all internal processes, policies, and applicable industry standards

  • Ensuring program team understands and adheres to contract scope, and manages change through control board activities

  • Conducting thorough risk & opportunity management practices including identification, mitigation and realization

  • Assure data sharing with our customer via the Digital Engineering Enterprise that is timely and accurate

  • Ensure all manufacturing and test facilities needed to support product deliverables are stood up in time to meet build and test objectives

  • Be a manager/leader whose decisions positively affect the financial bottom-line and employee perception

  • Be accountable for results that impact the performance of the mission and success of the program's objectives


Basic Qualifications:

  • Bachelor Science Degree (BS) and 10 years, or Master's (MS) and 8 years' experience, supporting U.S. Government contracts and customers and/or program management in other industries

  • Minimum 2 years program management experience

  • Minimum 2 years of experience presenting to senior leadership and customers

  • Active DoD Secret clearance

  • U.S. Citizenship is required

Preferred Qualifications:

  • Experience with GBSD TMRR program operations and USAF ICBM or heritage programs

  • Experience in development and/or delivery of Space or Launch Vehicles

  • Experience in Launch Vehicle Subsystems: Solid Rocket Motors (SRM), Interstages, Cables and Avionics

  • Experience in integration, test, and qualification of complex systems

  • Experience in Manufacturing and Production environments, bringing products to market at rate

  • Prior experience interfacing with prime contractor site leads and USAF leadership personnel
