Northrop Grumman Space Systems - Propulsion Systems is currently seeking a Program Control Manager 3 to manage the Propulsion Systems Program Control Earned Value Management team as well as supporting other operating units across the Northrop Grumman Space Systems Sector

This role would be located either at the Promontory (Brigham), UT site or the Magna, (Bacchus) UT site.

Job Duties:

  • Ability to lead and develop a highly collaborative and proactive team that has the ability to lead change and compliance in a fast paced, dynamic environment

  • Provide direct support to Program Management and Control Account Managers on the planning and implementation of Earned Value Management Systems Processes to ensure compliance across Propulsion Systems and the Space Systems Sector

  • Coordinate & Conduct Earned Value Management System (EVMS) training for Propulsion Systems as well as other operating units in the Sector as needed

  • Lead Internal Surveillance Reviews inclusive of EVMS artifacts such as: Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Risk and Opportunity (R&O), Work Authorization Document (WAD), External Deliverables (CPR, IPMR, IPMDAR) etc.

  • Be a subject matter expert on the software and tools used to schedule, plan, control and manage profitability of Propulsion Systems programs

  • Capability to troubleshoot problems and quickly identify objective-oriented recommendations utilizing EVMS guidelines and corporate requirements

  • Interface and maintain rapport with government Defense Contract Management Agency(DCMA) and classified oversight agencies, and prompt response to any inquires

  • Create and maintain internal process documentation and procedures

  • Provide active and timely communication with project teams keeping both internal and external customers and other stakeholders well-informed on key issues

Experience & Skill Requirements:

  • Extensive knowledge of industry and government agency guidance such as the EIA-748, Planning and Scheduling Excellence Guide (PASEG) and DoD EVMS Interpretation Guide (EVMSIG)

  • Experience or familiarity with other business systems such as manufacturing management, production control, procurement/subcontracting, quality control/assurance, engineering, information systems, and accounting systems

  • Practical experience developing root cause corrective actions in support of corrective action requests that facilitate solution development and effectiveness of actions

  • Experience with Program Scheduling and familiarity with scheduling software (MS Project/Primavera)

  • Working knowledge and experience with Cost Management & Analysis

  • Experience with Deltek Software such as Cobra, Acumen, and Cost Point etc... is appreciated

Education/Certifications

  • Bachelor's Degree from an accredited university with 10+ years of a combination Business, Finance, or related field experience OR

  • Master's Degree from an accredited university with 8+ years of a combination in Business, Finance, or related experience.

  • Strong leadership experience managing a process improvement organization

  • PMI - PMP Preferred
