The position is a dual-role one role being the Engineering Business-Facing Lead (BFL) for the Land and Avionics C4ISR division's Advanced Ground Sensors (AGS) business unit, reporting programmatically to the VP-AGS; and the second role being the functional manager of the Engineering Managers and Chief Engineers supporting the AGS business unit programs. As the BFL, the individual will be responsible for overseeing the Engineering aspects of multiple programs across the Operational Units within the AGS Business Unit, such as G/ATOR (Ground/Air Task-Oriented Radar), LTAMDS (Lower Tier Air and Missile Defense Sensor), HAMMR (Highly Adaptable Multi-Mission Radar), and several international ground-radar efforts. The BFL will act as the primary interface between the engineering disciplines (SEIT, Software, Hardware, Cyber) and the business area. The BFL will be responsible for identifying/evaluating program engineering staffing and technology requirements, as well as ensuring that those requirements are communicated to the disciplines. Additionally, the BFL will monitor and support program execution, ensure process compliance, and identify and lead resolution of program risks/issues. The BFL will act as the business area engineering focal point for all program phases, from strategic capture initiatives, including creation of win strategies and proposal development, to program execution of development, production and post-production phases. The BFL will review program engineering IPRS inputs, and ensure program engineering teams are collecting relevant engineering metrics. He/she will also coordinate capital and NCTA requests from an engineering perspective.
In the role of functional manager, the individual will lead a team of approximately 13 Engineering Managers and Chief Engineers assigned to the business area. As functional manager, the individual will assign/deploy personnel to meet program needs, including hiring/recruiting as necessary, and will be responsible for personnel mentoring, development, and growth. The manager will participate in goal setting for his/her employees, seek performance feedback on employees from program stakeholders, write employee performance reviews, and conduct performance conferences with employees. The manager will also participate in merit planning for employees, and prepare promotion submittals when appropriate. Other functional responsibilities include updating workload forecast, ensuring that employees complete relevant training, and working to provide a positive work environment for all employees.
Candidates must possess a minimum of a Bachelor of Science degree in a technical discipline. Candidates must have at least 10 years of relevant experience in the engineering execution of development or production programs. Candidates must have leadership experience and strong leadership skills. Candidates must have the ability to work effectively in a team environment, and possess strong communication and presentation skills. Some travel (including international) may be required. A Secret clearance is required.
Advanced degrees (Masters, PhD) in a technical discipline; experience in the development and production of state-of-the-art radar systems; and major proposal development experience.
