Northrop Grumman Mission Systems (NGMS) seeks to fill a Manager Systems Engineering 3 opportunity. This is a dual role manager position, involving both overall management of a Systems Integration, Test and Evaluation (SITE) section (comprising several functional groups), and performance of individual productive work on a program or several programs. This individual will be responsible for SITE for specific Northrop Grumman Mission Systems business divisions, and will report to the Director of Systems Integration & Test, and Product Support.

The section manager is a manager of manager positions for 75 employees with direct supervision of the individual group managers and the senior technical staff. Specific management responsibilities include staffing programs, managing nonapplied time, managing headcount and mentoring; yearly goal setting; review and evaluation of employee performance; employee skill development and career growth; monitoring of compliance with department processes and company values; providing team leadership and engagement; and approving time charging. Additional responsibilities include collaborating with peer section managers on interacting with business division counterparts to coordinate staffing and other program support (e.g. proposal reviews, design reviews, customer meetings). The section manager will be responsible for implementing the vision of the department within his/her section, and lead department initiatives.

The section manager will also be expected to perform productive (direct-charge) work on programs. It is anticipated that given the size of this section, the split between functional and program duties will be approximately 50/50, on average. The direct program work may include technical work, IPT leadership (on smaller programs, given the 50% availability), consulting, proposal support, or any other appropriate technical function.

General SITE Responsibilities: Perform technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Perform functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
