Roles and Responsibilities:

CDC-INFO is the CDC's national contact center, providing information to the public, healthcare providers, and public health professionals via telephone agents or responses to emailed questions. CDC-INFO also manages the distribution of printed materials through the CDC-INFO On Demand ordering system where anyone can order or download CDC materials free of charge. An existing Division IT team has maintained a number of systems for CDC-INFO and other organizations. However, given the growing backlog of enhancements and maintenance needs, CDC-INFO is hiring this position to dedicate to several CDC-INFO systems. These are a mix of internet and intranet web-based applications. The qualified applicant will be involved in all phases of software development life cycle (SDLC), from requirements analysis, design, development, testing, implementation, and production support. Responsibilities and duties include:

Develop and maintain systems used by the CDC-INFO team.

Work with business and data analysts to understand requirements and translate into system specifications or data updates.

Collaborate with Division IT team which has enhanced and supported these systems. Iteratively review changes to CDC-INFO systems and system interfaces with Division IT staff.

Redesign selected systems using the CDC responsive design (RD) templates to update the look and feel. This could involve integration with CDC's Web Content Management System.

Provide better error handling to selected CDC-INFO IT systems to alert CDC-INFO and DCS IT when/if problems occur.

Enhance selected CDC-INFO IT systems to improve, for example, anti-spam measures, saving web form data to a DB prior to sending it to the call center, add call scoring, reporting, etc.).

Create and maintain project documentation as part of the HHS/CDC Enterprise Performance Life Cycle (EPLC).

Create documents to meet information security requirements and update security systems as required by CDC's Office of the Chief Information Security Officer (OCISO).

Assist with OCISO's Security Assessment and Authorization (SA&A) process to assure system's Authority to Operate (ATO) is issued promptly.

Serve as the IT liaison between the CDC-INFO contracted vendors and CDC/OCISO.

Periodically provide demos of CDC-INFO IT systems ?at Stakeholder meetings and trainings.

Attend relevant meetings with CDC-INFO contact center vendor in support of IT matters.

Meet with CDC-INFO management and staff to provide status of projects and support activities and to keep informed on relevant CDC-INFO activities.

Write weekly reports for CDC-INFO leadership, Division Leadership, and Division IT team.

Basic Qualifications:

To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:

Bachelor's degree in Computer Science, Information Systems or related field with a minimum of 5 years of experience in hands-on development and delivery of web-based applications

Experience developing ASP.NET applications using Microsoft Visual Studio (C#, Entity Framework) and MS SQL Server.

Skilled in development of console applications, web services, and web pages using Microsoft Visual Studio (both C# and VB.Net) and Microsoft SQL Server Management Studio (tables, indexes, stored procedures).

Experience developing a MVC web application using Microsoft Visual Studio (C#, Entity Framework) and MS SQL Server.

Experience with source control.

Experience working as a member of an IT team, collaborating effectively with an integrated team of customers, vendors, users, and co-workers.

Ability to work independently, on a large team, and on concurrent tasks

Strong analytical, problem solving and critical thinking skills

Strong written and verbal communication skills

Preferred Qualifications:

Experience as a Government contractor

Familiarity with the HHS/CDC EPLC

Familiarity with the OCISO SA&A process and its corresponding documentation

Experience with CDC's RD templates

Ability to deliver web-based systems that meet or exceed the requirements of Section 508 of the Rehabilitation Act

Experience working in an agile/iterative software development methodology
