Peraton is looking for a Manager Programs Level 2. The Deputy Program Manager supports the Program Manager in directing all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of the program. Generally performs a more "internally focused" and "internally facing" role to compliment the Program Manager's primarily externally facing role. Ready to step in and act as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Builds trust and effective working relationships up, down and across customer and Peraton organizations. The program is focused on TechSIGINT and the successful applicant will require a relevant background to leverage capabilities across Peraton to help solve customer problems. The program is headquartered in Annapolis Junction, MD, but includes support from Aurora, CO. Applicants can reside/relocate to either location, but must be able to travel between sites as needed.

Roles and Responsibilities:

  • Provide technical and programmatic leadership for a diverse team of professionals performing major software system upgrades and sustainment which includes both significant software development and systems engineering

  • Ensure that the program activities meet the needs of the customer and position Northrop Peraton as a trusted partner with the agency

  • Representing Peraton and the program team to the customer and to subcontracted partners in pursuit of providing timely critical support personnel possessing a variety of skills

  • Supporting the Program Manager in managing and facilitating the day-to-day operations of the program, which requires close coordination with the customer and portfolio leads

  • Establish milestones and monitor adherence to master plans and schedules, update these plans as part of customer direct re-plans and the resulting change orders

  • Track financials to maximize profitability on Cost Reimbursable contract

  • Institute process improvement, process structure and accountability

  • Manage Technical Task Order (TTO) Leads for projects

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as customer contact for program activities, participating in program review sessions with customer to discuss cost, schedule, and technical performance. Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.


Basic Qualifications:

To be considered for this position, you must meet the knowledge, skills, and abilities listed below:

• A Bachelor's Degree in a STEM Discipline and at least ten (10) years in managing medium to large integration projects or software development efforts, four (4) years of which shall have been on Intelligence Community projects;

• At least five (5) years managing Intelligence Community or DoD sponsored task order contracts;

• At least three (3) years in TechSIGINT or related discipline

• At least three (3) years in detailed management and oversight of a contractor or Government team, including conducting risk management, project costing, deliverable tracking, schedule and financial data monitoring and reporting;

• At least two (2) years reviewing and analyzing financial expenditure reports;


Preferred Qualifications:

• Demonstrated experience coordinating activities across a diverse and local but dispersed team

• Experience working within an Agile environment;

• Managing projects using Agile and/or incremental development models;

• Managing TTO based contracts;

• Managing multiple subcontractors;

• Project Management Professional (PMP) certification or equivalent;

• Detailed experience with financial tracking and business management

Salary Minimum $127,760

Salary Maximum $191,640
